Emerging Issues of Interest to Tech Companies
At AeA's National Board Meeting in February, the Board focused on
several key issues that will be our legislative and regulatory
focus for the year ahead. Each of these has a potential
impact on your top and bottom lines, so I encourage you to review
them and share them with your staff.
I also encourage
you to think about participating in AeA's Annual Capitol Hill
Lobbying Day on Wednesday, June 6, 2007 (please note recent date
change). This is a chance for the industry to speak as one
voice to our elected officials. There is a great deal at
stake.
Among the issues
we will be raising will be our Top Five
2007 AeA Legislative Priorities.
These are the issues that AeA’s members have identified as
having the greatest impact on the industry.
1. Competitiveness
Maintain the U.S. as the world leader in science and
technology:
- Improve science, technology, engineering, & mathematics (STEM)
education at all levels
- Increase federal funding for basic research, specifically for
physical sciences, engineering, and math and computer science
research
- Reform the U.S. high skilled visa and green card system
2. Sarbanes-Oxley Section 404 Reform
Either through regulatory or legislative action, reduce the
onerous and disproportionate business tax levied on small and
medium-sized companies by SOX 404 compliance
3. R&D Tax Credit/Tax Reform
Create favorable tax incentives for conducting business in the
United States by strengthening the R&D Tax Credit and making it
permanent
4. Trade Policy
Advance free and fair trade policies and agreements; renewing
Trade Promotion Authority; and secure worldwide Intellectual
Property protection
5. Healthcare
The AeA Board of Directors anticipates that healthcare will
surface as a public policy issue this year, driven not only by the
large number of people uninsured, but also by businesses whose
healthcare costs continue to rise. As a result, AeA supports
legislation to spur the deployment of Health IT initiatives – such
as electronic medical records – to reduce costs, improve quality,
and save lives.
Now more than
ever, our elected leaders at both a federal and state level, need to hear from you on how our new and
existing technologies work, and what issues are important to your
company's success. And if you haven't had a chance yet to
read it, I encourage you to take a look at our recent publication
The New Congress and High Tech and share it with your Board of Directors, investors,
advisors, staff and customers.

AeA Testifies Before House Committee on
Education and Labor
As part of our ongoing work on global
competitiveness, last month, AeA President and CEO William Archey,
testified on behalf of the high tech industry on the current and
future educational needs of America's high-technology industry.
Testimony excerpt: "I
believe no other industry better represents that middle class
dream than high tech, which requires highly skilled and educated
people and pays them well for it. The average high-tech worker
earns 85 percent more than the average private sector worker,
$72,400 annually compared to $39,100. In many sectors, the wages
are even higher. The average worker in the software services
sector makes $80,600. The average worker in the semiconductor
manufacturing sector makes $89,400. These are the types of middle
class jobs we want to create. If public policy does not support
their creation, we are basically inviting companies to send jobs
overseas."
